I think littering and spilling coffee is one thing, but being cheerful and acting like the place is a park is honestly not so bad
I mean, would the victims of 9/11 really want people at the memorial to be grief-stricken, morose, and completely stoic? I think it's fitting that the memorial is essentially a public park now, a place where people can enjoy themselves free of worries or anxiety, after paying their respects. I think that's the best way to show respect to the victims, frankly
When I went to the memorial, one of the workers there said a more common problem was people leaving their litter (cups, wrappers) in the water of the memorial.
