The media just seems to pick random stories. Most of what we hear on the news is bad anyways so at least we are hearing a few good stories every once in a while.

My goodness begging letters have gone 21st century.
This is such a long established con that I can remember it from pre personal computer days. I do think it's especially mean to extort money using the "dying child" method but then psychopaths don't understand feelings - to them people with human empathy are just "suckers".
