If it was indeed a rocket from a jet, it seems a bit difficult to believe they would only shoot one rocket, and that it would be so precise. Isn't the point of dumb fire rockets to fire them in huge volleys to make up for their lack of precision?

Several things need to be highlighted here.
First and foremost, the LNR's HQ and its officials are both legitimate targets for the Ukrainians in this struggle. If their health minister was indeed killed, then as far as the five (also hearing eight) who were killed are concerned, they were not [i]all[/i] civilians. The only sad thing here is that they apparently only killed their health minister and nobody else who was important.
Second, the fact that the rebel militiamen from the aftermath videos on LiveLeak and YouTube had to apparently dismantle their barricades made from tires around the HQ to let the ambulances in just helps to reinforce the need to make people in this situation understand that entering within the confines of such a military barricade makes them susceptible to being attacked, as they were here, until this struggle is resolved and the LNR is put down.
Third, if the LNR actually cared about the safety and well-being of civilians, and they are claiming to be concerned and outraged over this incident (so, keeping up appearances, they should apparently care), then they wouldn't let them in such government areas in the first place, because this is exactly the kind of shit that can happen in what basically amounts at this point to a miniature civil war. This is a pretty elementary standard for security, and I suspect the only reason why the LNR doesn't enforce it (again, assuming that the other four or seven who were killed were indeed all civilians, which seems like a dubious claim at best considering witnesses and RT were claiming earlier that fucking cluster bombs were used for this attack when they were not) is so they can capitalize on incidents like this and transform them into propaganda for their cause. "Innocent people are being murdered!" Etc.
Finally, who exactly were the others who were killed apart from the health minister? I want to know if they were actually civilians or if they had positions of some sort in the LNR, or even if they were militiamen guarding the HQ.
