State authority is always subject to Federal approval. If the feds tell you to do something, you are supposed to do it, even if it isn't constitutionally valid. (Don't bother citing the Tenth amendment, the federal government basically always has constitutional authority or precedent from the supreme court granting them authority) But this is just an executive order, which has no penalty for not complying, so the matter is moot. Refusing to comply just makes you a douche, not a criminal.

I am going to dissent here and say he should have. Mandela may not be an American, but it is a gesture of good faith to someone who achieved more many almost any ever for their people. We have done it for other people whom were less deserving.
