I am rather sure that Putin uses the corruption to his own ends - he is basically given free reign over the government and all it's members, being able to use any resources and call anyone out. Considering that he is indeed cold and heartless, it may be seen as dangerous - but also incredibly efficient. Where US government may have lobbyists up it's ass, Putin can simply shove his hand up their asses - and force anything he wants. He doesn't anyone showing his exploitation of that system, simply because it would cut him off from it. And he is not going to be nice about it - he will go far enough to get rid of any dangerous elements.
Also, Putin is Emprah.

This is why I support authoritarian systems rather than libertarian ones, the leader can force through policies that will actually get enacted. Most people view such a thing as cruel and ruthless, but generally the more capable and intelligent a ruler is, the more ruthless and cruel he is.
Putin seems to be doing a fine job at the moment.

well historically the more ruthless and cruel rules made stupid mistakes and played dice with people lives that left them with years of bullshit to deal with while the more benevolent and honest rulers (does FDR count) do not have that reputation.
if you consider Mao, Stalin, or Hitler intelligent and capable then you probably aren't very good with history.
