You can't pass a bus unless you have a lane of space between you and the bus. This means that you can't pass a bus on a residential street whether you are behind or oncoming.

Rehabilitation for traffic violations is silly when a slap on the wrist works. Do we rehabilitate anyone who gets a speeding ticket?
She is a moron, but a relative freedom of a judge to set punishments is a lot more scary.
The lack of nulla poena sine lega stricta, scripta et praevia really makes my head go wild. But I guess it's a difference in legal cultures.
Wouldn't it make a lot more sense to just put her in a driver improvement class?

Well you aren't allowed to drive on the sidewalk either, in this case, I'd take the road over the sidewalk.
