Knowing about child abuse and not reporting it should make you legally complicit in it imo Crimes where adults are the victims are a bit different, in most cases adults can report the crimes themselves, but children often have zero recourse when they're the victim

"We would report that to appropriate authorities," she told the inquiry.[/quote] They just say there isn't an obligation, so that if the situation seems fickle, (e.g. the child could get hurt if you report it or they seem to be making it up) the elder knows their rights. I really don't see any problem here. In all likely hood they probably report most of the cases too.
