Encouraging people is one thing. Succesfully getting them integrated in the local community is another.
Not saying that the idea is bad. But is a very difficult project, where a lot of things can go wrong.

It would probably be easier (and a better long-term investment) offering incentives to increase native birth rates.

Practical difficulties aside - maybe they don't want to become a ethnic and cultural minority in their own country because other countries can't manage themselves?

No because that puts a strain on international resources, until developing countries get to the point where people stop having silly amounts of children it would probably be better to get some of them to immigrate and help out countries with aging populations.

No one is advocating this. But you have a unrealistic way of looking at things. The relatively small Scandinavian countries are currently dependent on some population growth to fund state welfare for an increasingly large retired population. This doesn't change overnight.

Do you even know what libertarianism is? Economically it allows for much more open borders. You're suggested solution to this problem is actually quite libertarian in nature.

I'm sad to say this, but a lot of the people emigrating would be people without education. They wouldn't get a good job here, and they'd simply compete with our builders, etc. by not being in a union. They'd pull down the salary of people already living here, and that's not all that great.

A lot of economies in the developed world depend on constant growth. This includes population growth of course. More workers=more productivity.
Now you might say "Yeah but what if nonskilled, uneducated were mostly the ones reproducing? You get population growth without increased productivity".
True, but with zero population growth you STILL have unskilled and uneducated reproducing, but now with not even the low percentage of growth in skilled workers you had before. So the trick is to encourage growing families in your middle class, while improving upward mobility in your poor(ie the ones cranking out the babies).
This is where a lot of countries stumble, because this class usually includes minorities, immigrants, single mothers, and other assorted groups that people are prejudiced against.
