Immigration is not a proper solution to population decline of a country. You need to fix the root problems with population decline, not just bring in foreigners from different backgrounds to replace the people. It is indeed a form of replacement-genocide.

The root problems are typically economic and work orientated most people are renting instead of having home ownership, they concentrate on their careers to get more money and most don't plan to have children because of the cost of living is significantly more costly with dependent children and relatives.

There's little incentive to have children these days because of these issues. Of course, japan is also a prime example of these issues, with women getting more rights (becoming balanced to mens), they want to focus more on careers and don't want to be burdened by children.

But then, that's just part of the root problem.
