That's from the older enforcement methods where they remove specifically blacklisted URLs. This bumps down results from entire webpages.

People who pirate things should know their websites that have these files on them already, either bookmarked or memorized. This really won't change piracy, except maybe for a 12 year old who wants to download a single song or two.

Youtube has a private agreement with UMG that allows them to take down videos that made unpublicized criteria. No court said they had to. It wasn't DMCA. It wasn't a court order. The judicial system didn't rule incorrect or offensively. They didn't rule at all!
