When someone gets killed by someone else, they look for intent or negligence. There doesn't seem to be either in this case, it appears to have just been a freak accident, so they can't charge him.
a 2km shot is a pretty good shot when you're actually trying to do it at a range and whatnot

Not incredibly rare. In warzones, ricochet and lost-shot deaths are very common, You just don't hear about them because they're so damn often.

I think if you fire your weapon when you didn't mean to fire it- that's poor gun safety.
However, shooting someone like this can still be an accident. I bet if this guy tried to hit a moving target that size at that distance with that rifle he couldn't do it.

there's no way. even hot loading my muzzle loader I'm lucky if I can manage 100 yards on a moving target. 2 km would be nearly impossible to intentionally hit with one of those things.

where was he supposed to fire it? in the ground usually isn't any safer. if it's hard packed or particularly wet it could (read will) ricochet, if it's rocky it'll send fragmentation all over the place. about the only safe thing to shoot it in to is a hay bale or sand which I don't know about you but I don't have either one nearby.

I doubt you have a muzzleloader, because if you if you loaded it with smokeless you would be dead right now. Never EVER load a black powder gun with smokeless powder, it will literally blow up and kill you. And doubling the powder in a muzzleloader isn't going to get you better performance, in fact it will make the gun shoot less accurately and just waste powder.
