Having an additional gender netrual bathroom isn't going to help.
I think unisex bathrooms would be the best way to solve this problem.

I never even gave a thought about why we have gender specific bathrooms, probably because it's such a petty, inconsequential part of our existence.
Creating a specific third bathroom for people who don't want to go to either of the regular bathrooms sounds like a pretty fucking stupid idea and if anything will serve as a beacon for idiots who want to do stupid shit involving the other gender of transgenders.

Guys bathrooms are more oriented twoards guys (Urinals and other guy-oriented things)
Girls bathrooms are more oriented twoards girls (no urinals, more toilets/space/etc. and other girl-oriented things)
makes more sense to have two rooms specifically designed for that gender to use the restroom from a logical perspective.

why can't it be more simple than that? why can't women use a bathroom that has a urinal someplace?
in my experience, unisex bathrooms are much less hassle. you avoid the need to have two rooms rather than one, it's easier to clean and avoids situations where people feel unfit (whatever those situations are)
beyond urinals, western bathrooms aren't that varied.

Well no, because then Pre-op transgender women use the 'male' room and transgender men use the 'female' room, and you haven't really done anything to help the situation.
Pretty sure a lot of people wouldn't feel comfortable at all putting on a tampon or pissing in an urinal with someone of the opposite gender right next to them.

Cubicles with smaller doors that don't go all the way down to the floor and that were designed this way to specifically remind people that they are in a public bathroom and not in their own personal space. This specific design choice with the cubicles not going all the way up or down is why so many people hate public bathrooms (among other reasons like filthiness)
Also urinals aren't in cubicles.
