Honestly, what do they think will happen?

People will just end up poaching the drones and selling their hardware.
That's why TNT Rhino is the best idea.

They actually do that already.
Just thought of something, drones can spot human targets right? Use that software in a tall ass tower and wire it up to a turreted sniper rifle, then someone just has to chill somewhere and wait to confirm the shots when needed.
The drone is a deterrent. It should be highly visible and relay information and coordinates back to rangers, it should be able to track and follow poachers too.
Perhaps a sound or microwave device designed to cause pain could work.
Who needs drones?

"Pain weaponry" isn't too accurate, but I like the way you think.
Lazy people these days.

A sophisticated bipedal walker vehicle piloted by a single large hairy humanoid captain and two smaller hairy humanoid co-pilots. Should not be deployed on planets compromised of dense forests and rock-wielding primitives.
I hope a lot of really cool designs come out of this. As a hunter I hate poachers with a passion, they are the number one reason fun things like suppressors are a bitch to get.
drones might be the biggest signifier that we're entering a new era

Well a noise emitted at the right frequency could disorient and annoy a target enough for it to move away. As well as scaring the animals off too.
A microwave emitter similar to the American's hummer mounted one could work, but It would have to be aimed very directly at a specific target for it to be effective.
Why not go around implanting remote controlled electrodes with GPS tracking into animals. Use surveillance drones around the GPS blips, and if a poacher gets to close, trigger the electrode (which would hopefully elicit a HOLY FUCK RUN type of response.)
