Regardless of your personal opinion, the U.S. legal system isn't going to be overridden by your pleas of "Name and shame", I'm not going to say he didn't know any better, but apparently the family worked it out in the end so there really isn't an issue anymore.
To me this is an education problem. If the kid was taught about what porn and rape is before he even had a sex drive this probably wouldn't have happened.
Sex wasn't formally taught to me by anyone really; down here in mormonville sex isn't even taught till the 9th grade. By then I had already been masturbating to crazy porn.

You know, just because he knew it was wrong doesn't necessarily mean he knew how wrong it was.
Not to attempt to justify it, but people are acting as though his "small and doesn't remember stuff" logic means he fully understood the consequences. It's entirely possible he expected to get grounded for a week or something.
Of course, that argument loses a some ground when one acknowledges that he's 13.
This is the issue with children committing crimes. It's nigh impossible to properly judge whether or not they actually understand what they're doing. Yes, most 13 year olds are at least aware that rape = really bad; but this kid isn't most 13 year olds. If he was, he wouldn't have raped his 8 year old sister.
I gotta say, out of most fucked up things I have heard or seen, this has got to be the most fucked up.
I usually take news like this seriously but considering dailymail exists i'll take this with a pinch of salt.

Having an XBOX as a 13 year old isn't the problem. It's rather about limiting the times he is allowed to play and content control by the parents.

It's determined on what would be best for victim and the offender. In a utopia, it'll give safety. In reality, the victim's family will be targeted and harassed daily by the people who aren't affected by it. Additionally, the victim would probably witness the suffering and become less encouraged to reveal her serious issues.
The trouble is how the headline is blaming porn, when there is so much more going on.

This is probably gonna sound crazy, people might even just start saying im insane, but at one point in my life I too was a 13 year old kid, and I did in fact talk to other 13 year olds at the time.
Its a fucked up thing to say and act upon at any age really, especially when its your sister.

The only thing that proves is that he knew it was bad. It doesn't say anything about how bad he thought it was.
There's no telling if he accurately recognised the significance of rape; he may well have thought of it much the same way that 13 year olds think of shoplifting or punching someone at school.

Same here. Saw hardcore porno at a very young age, the stuff I saw wasn't even all gonzo and even then the "reality" aspects of it didn't really fool me into thinking I could fuck one of my hot school teachers to get bonus marks.

First, kids don't exactly have morals or empathy... He knew he was doing something wrong, he just didn't realize his actions could harm someone else(or rather, to what extent they could harm). This is normal, and being cold-hearted and immoral is something that comes with being young.
Second, its up to parents to tell kids about fucking and properly inform them that consent is needed, and otherwise, face serious jailtime.
And yes, if he hadn't watched porn he wouldn't have done it. But a far better alternative to cutting off porn is sex education.
There's nothing going on that "we don't know about". Just some parents who didn't educate their child, and a child who watched porn.

The people in this thread may have had the knowledge that "rape is bad" at that age, this does NOT mean that everyone in the whole world knows that. This kind of ideal doesn't come naturally, it has to be taught.
I'm pretty sure a 13 year old would know the feelings of another, but the fact that he said that his sister can't "remember stuff" is just plain fucking ignorance.
