Nowadays parents use TV and censoring tools and internet blocks on pages to ''teach'' their child, because they're idiots who have never learned about the principle of telling your child what is right and wrong and then also letting make a mistake or two.
Can you imagine if your parents told you that pizza is delicious but then never let you taste it because they already told you it was good and you don't need to find out for yourself anymore? Same thing.

They will most likely add this as an optional feature to their iOS. It will help to serve as a fall back for them, in case some asshole parent attempts to sue because they caught their kid sexting using an iPhone.
