I seem to recall during one of the videos they released they explained that the bounty hunter you'd play as picked up a translator.
I would have liked to seen more just because of the concept.

It's not convenient to have everything subtitled for the player.
It may be like in STALKER, everyone would be speaking Russian/Ukrainian, but the game is in English.
Blur Studios made a damn good cinematic trailer for this, shame the game aparently won't be released.

You can see it scanning through and trying various words until it gets each one. You're also talking about a civilization that has developed teleportation, intergalactic travel, and all manner of other incredibly advanced technology. We have basic voice translators now, why can't they have seamless translators?
Also, the main character was a U.S. Marshal on one of the passenger jets taken from over the U.S. during the first Prey. Hence why he is American.
