Let's look at North Korea. 16% of their country is in the army, either active or reserve. They have a bigger army than Russia. Compared to their population, they have more soldiers per capita than Israel. They have more active troops per capita than anyone else on the planet. They spend 5 billion dollars a year on their army, a fifth of their GDP.
They are indoctrinated for war from birth. They firmly believe they are the only "civilization" on the planet, and that everyone else are barbarians or worse.
They aren't even listed on the Human Development Index, because they don't have enough data. The other unlisted countries are ones like Zimbabwe (total economic meltdown), Iraq (bloody civil war), or Tuvalu (fewer people than many cities). They are practically in the Dark Ages.
Now let's look at South Korea. They like Starcraft and Football/Soccer. They make cell phones and cars. On the Human Development Index, they place between Greece and Israel, a stone's throw from Germany and the UK. They have the best broadband access on the globe. They learn English in school. They're basically more like the average Facepuncher than the average American is.
How do you expect them to combine?

I should explain myself further. North Korea is a huge threat, and with developing nuclear weapons, it's even more frightening. They know the power of their nukes, and they're not going to back down on them. If we ignore this situation, they will go back to developing them into warheads and working on better missiles, and then we'll see a repeat of this in several years. Every time it happens, disaster gets closer and closer. This has been going on for decades, but only now are nuclear weapons involved.
Someones gotta do something before it's too late, and I'm advocating South Korea finally step up to the plate.
