Mmm, look at the US in the 19th century, a primarily agrarian country transforming to an industrial economy, recently fought a civil war and has to deal with the postwar devastation. The global superpower of the time watched them carefully, lest the Yanks grow powerful enough to take their position. But if this superpower went to war against the Americans, they would find their trade crippled as they relied heavily on American trade.
