It doesn't even look like painted on, it looks like somebody etched it into the filth on the tail, you can't really call it vandalism as they are, if anything, cleaning part of the plane.

In theory strong winds, freezing cold, rain, overworked crew, suspicious looking passengers ALL could be potentially compromising elements in someone's mind, but that doesn't mean they are compromising anything. In this case the plane flew with no ill effects, so they were wrong. In fact, they never had any proof the plane was unsafe to fly.

I am going to assume that the subsequent checks revealed that only approved personnel had access to the ass of the plane. So... which one of the luggage monkeys did it? I'm sure if they had held him by the ear in front of the flight attendants and was made to confess, then there would have been no problems. -edit Unless it was the pilot himself... hmmm Someone is hiding something.
