This isn't a flip on stance at all... these are two very separate statements approaching the same subject from a different perspective that honestly don't invalidate each other or even remotely imply a flip but then people see what they want to see, all i'm seeing here is that first he said he can't or won't order the military to do it as it's illegal, which is, not at all suggestive of his individual stance on it, it doesn't suggest he isn't in favor of things like waterboarding, just that he can't order it because they're illegal. the second thing he said is more in line with what his personal beliefs are, but still do not contradict the first statement at all, he never said 'I will order them to engage in waterboarding and more', just that what he thinks /should/ be done I can understand how it can look bad, and truth be told, I don't know what goes through the man's head at all, but at a surface level, calling him out on 'changing stance' by using those two statements is like comparing apples to oranges, I want to say there's literally no actual substance connecting the two but I also don't want to get involved into a big debate on the matter of opinion, I don't necessarily agree or disagree with his beliefs on this one, this is purely looking at it semantically, it's a bit of a far stretch to say he's flipped by comparing those two statements, poor journalism

He's talking about how the enemy is beheading people and is speaking in terms of escalation - that we shouldn't hold ourselves back because they aren't. I mean just the phrase 'I would bring back' means that right now it's 'not allowed' or 'not being used' - or stretching to the extreme 'not in popular usage' - which means he's either advocating for it being allowed or advocating for it to be used again. To me, that looks pretty open-and-shut: 'bringing back' means that he's going to endorse it - and that he's going to not only endorse it but make it legal. If he's really not flip-flopping, then I suppose he meant 'I won't order them to do it while it's illegal (but I'm going to make it legal)" - which isn't flip-flopping but I don't know why he'd say that when he plans to make it legal in the first place. It's a confusing message no matter how I look at it.

It is clear that as president I will be bound by laws just like all Americans and I will meet those responsibilities."That's not not a change of his stance, that's him saying he'll obey the law and never order someone to break it. This may come as a shock to you guys but the laws can change, and I believe Trump can and will help change those laws. How is he reversing his policies? The implication is that he won't order anyone to violate the law, but he will also change the law.
Why would he just make a statement about that though? "When I'm President, I won't order soldiers to carry out War Crimes until they're legal." I don't get who he's targeting with that message or what this does to help his candidacy. I can't imagine that this isn't just a given; that no conceivable President [well, democratically elected President of the USA] would just brazenly go 'to hell with the law, we're bringing back the Pear of Anguish (Don't google that, it's not easy to forget) until the beheadings stop.'
