And then the banks loan that same money back to the people, except this time with outrageous amounts of interest.

P.S. Rather disappointed no one's pointed this out yet, but the article is about the Federal Reserve giving 9 trillion in loans. Despite the name, however, the Fed is not actually a government institution. So the U.S. government itself is not actually this much more in debt. You guys are also assuming that not a single penny of those loans are/will be paid back.
