Illegal where? We have freedom of speech in the United States and in Europe, but in countries without freedom of speech, this will allow the government to censor the internet as much as they want.
Think of google as a library, Most people don't just walk into a library with a mask on, nor can they be allowed to take a book without giving their name and some information. I think we get quite enough FREE information about everything, I wouldn't mind if they knew a little about me in order to have access to mountains of resources

Got to give them a fair bit of information to use a Droid phone, since its all backed up on Google's servers...I'd imagine that can include your name, number, locations you frequent, etc...

This is my theory:
There are certain people and organizations(hereafter called The Powers That Be- PTB) running things.
A company like Google comes along, and does well. People like them and use their services.
When they get TOO successful, the PTB step in. It happens in secret of course. They 'talk' to Google's leaders and explain the situation. The situation? Google starts to introduce new ideas, such as requiring real names. You'll notice these new ideas benefit Google in no way, they do benefit the PTB though. This way everyone blames Google, thinking some corporation is to blame. All the time Google is only doing what it's commanded to do and taking the fall for people who want to remain in the shadows.
Think this crazy talk? You don't remember when the NSA wanted to intercept everyone's communications and the phone companies simply stepped aside and let them? Same thing is happening, except now it's going to be with the internet.
