The only reform this would lead to is probably how the LAPD treat officers with issues, and how they approach vehicles with unidentified occupants.
Outside of the internet, nobody thinks what this guy did was justified, his actions (murdering 3 people) aren't going to lead to things being changed to his favour.
Edit: And the fact that 2 of the 3 people he murdered had nothing to do with the LAPD weakens his stated aim even more.
he's trying to send a message, with the worst possible method, but he is still trying to do it. LAPD killing those civilians just prove it
I've been super anxious for an update; not because I'm sick, but he has made it clear he will die, and people will also. Actually I find it disheartening to know that during the final update, he and possible more will be dead.

If he's been planning this for 4 years, and he has all this tactical equipment then there's a couple of things:
I don't find it feasible that all this stuff was in his truck and he carried it away once his truck was sat on fire. So, he possibly had a stored vehicle, or he has check points already set up containing his supplies. Evidence to my theory is his weapon purchases, those were pre-meditated and who know's what else he thought of. The more I theorize about this, the more the plot thickens.
SA-7's are old school, current CMWS (common missile warning systems) on military helicopters can easily defeat them. Also, while he sounds deadly and impressive (I'll give him his marksmanship, demo, and evasion skills), it seems like he is just throwing out bunch of jargon to sound more deadly than what he really is. I understood all of those acronyms he used, and I can tell you that they are really nothing special.

Yeah, for military helicopters it'd be no problem, not that there are any of those flying around for him right now. I can see certain police and civilian helicopters being particularly hard for the SA-7 to get a positive lock, but should he actually somehow have an SA-7 that's still rather impressive and should a helicopter be shot down by him I imagine there would be pretty strong repercussions, at least locally.

Although it's true he uses acronyms to sound more intimidating/important, he's still talking to mainstream America. Or trying to at least. Substituting normal nouns for his acronyms makes for plain sentences.

I was thinking more along the lines of, anyone in the military would know how annoying it would be to type out every acronym in an already-11,000-word-long manifesto when simpler, relatively common acronyms already exist. He said BOR like a million times, personally, I would have been doing the same thing. He even stated in parentheses after using a lot of the acronyms what they stood for so that people wouldn't get too lost.
And I wasn't actually too critical of his use of the term ORM, I felt it made sense. At least he was referring to an activity that really requires some serious ORM, rather than "AND DON'T YOU WORRY AMERICA, I WILL MAKE SURE TO PRACTICE QUITE THE ORM WHILE I PREPARE TO LIGHT MY TRUCK ON FIRE."

He didn't say SIPRnet. He said NIPRnet. I also highly doubt he would be able to still have access to SIPRnet with his current status.

He probably still has his CAC, he's a veteran officer, he was honorably discharged. I sincerely doubt it would be difficult for him whatsoever.
Relating to FLIR - I think he might have his uniform or a uniform with the same anti-IR technology as the US military uniforms.
