Does that mean they want to cover it up as well? No. Because they're from a completely different police department. There is no cover up. If there was then do explain why other police departments are just as willing to kill him that have no relation to the LAPD. Also you're pretty much as wrong as it gets on big bear. I go there constantly and that is wilderness. There is pretty much only a select few towns in the entire area, everything else for miles around is nothing but wilderness and not just "strips of land".

Maybe less than I think, but there's plenty of room.

In one part he says he won't stop until objectives are met or he dies. Contextually it only makes sense that he's waiting for the cops to kill him. Also the fact that he says he want's his brain preserved for science alludes to cops killing him (cops usually do body shots.)
