We used to get tons of these calls per week, but my dad just started to keep them on the line for hours at a time acting like he was interested in buying whatever they were selling, then at the end he would say "Oh got to go, sorry, maybe another time" and hang up.

This will stop telemarketers, but it will [b]NOT[/b] stop any calls with the purpose of a public opinion poll, a debt collection agency, or a political advertisement call. After receiving 5 calls a day last summer, I put my numbers on that list. Now I only receive 1-2 calls every day from a debt collector who insists someone who doesn't live here does, and from various political organizations telling me to vote x for y. It's still annoying, but less so.

For the debt collectors ask them to serve proof of debt, and inform them that future calls before the submission of this proof are illegal. Google around a bit for specifics on what you are supposed to do. You will need to make recordings of course.
You can take them to court if they fail to comply, let alone get threatening or try to coerce you, and you will win. Generally the threat alone gets them to back off if they don't have some actual proof.

I should add. This is for the US. If you aren't in the US, I'd still look into it. Most EU countries have legislation similar to this.
