There's something really annoying about the way that you've phrased this, like if he hadn't apologised it would be a justification for further harassment.
The shirt does send the wrong message. Nothing terrible, but someone along the chain should've pointed it out. It's good he apologized for it, and that should be the end of it, he had no ill intent.

I know he apologized and I admire him for that, that's all anyone wanted in this whole ordeal. He didn't have to break down though, I really doubt people were as upset at him as he thinks they were, the stress probably made it seem like a much bigger deal than it really was. All he had to do to was say "alright I understand why some people were upset, I didn't realize that and it's all good now" and be done with it. Of course I can't really blame him for breaking down with all the shit he was dealing with, but whatever

Not everyone on twitter is to blame. A lot of people from there are though. A lot of them escalated it and built it up enough that it pushed him on the edge.
