Supposedly quite easy, due to the biometric lock. For other people? Your arm practically has to be chopped off and removed, or a technician disables the lock on the persons corpse. Considering that this is supposedly the military model or a special version of the pipboy 3000 this time, it may not have that biometric lock. (The display piece of the pipboy at E3 has the plaque stating "not for civilian use")

Basically, nobody knows. Not even the people making the games.

Also, I always had thoughts back to 1 and 2 where you could insert your PipBoy into the computers for data downloading and it would make grinding noises. Go ahead. Imagine having the equivalent of Boone watching over your settlement. I'd feel pretty damn relieved.

I really like the look of power armor, hope they dont make it a super heavy clunky mess that seems more like a call of duty killstreak than armor.
I hope they do. It's bigged up as being a major wartime game-changer in the lore, and FO3's power armor was absolutely underwhelming in comparison. of course, knowing bethesda, they're gonna fuck up its implementation because they need to cater to the mouthbreathers who need to have everything handed to them. a la "WOW, YOU MUST BE THE DRAGONBORN. TRY PRESSING Z TO DRAGONBORN."
