Any reason as to why the party became a riot apart from people just looking for excuses to steal something?

Van Halen had around 2000-5000 people going to backyard parties (before they were famous) back in the early early 70's

none of this wouldve happened if the goverment doesnt give out free public transport tickets to students, not a single student would pay for a trainticket. also the mayor of the town messed up big time, insted of organizing a proper festival he sent the ME (riot control) to the masses resulting in a massive riot. some stores have been looted too. The mayor should be held responsible for not dealing with this situation properly. But im still ashamed for my generation, i mean students are supposed to be learning skills to become a valueble person to society, not party hardy and make a complete mess of a small town.
