You never engage a target unless they clearly possess a weapon or have intention to kill. On the other hand, for the activists, common sense would have to dictate. If armed soldiers are descending onto your ship, don't resist, or they will fire under the rules of engagement. This obviously would not have been nearly as controversial (read: no deaths) if the activists hadn't engaged.

The whole point of this blockade is TO WEAKEN HAMAS POWER IN GAZA. Israel sends hundreds of hundreds of trucks in Gaza, why they do that? Because they care about the people. The only reason why Israel doesn't want anyone other to just come into Gaza unchecked, is because there MIGHT be weapons, explosives etc. on the ship.
