The reason nothing's being done isn't because of average people being ignorant, it's because of stubborn assholes with more power than you'll ever achieve in your life treating the conflict like a game for them to get more political influence rather than trying to be humanitarian about the situation.
The window of action is open - aid, or at least consolation, can be brought to those who deserve it. But no. Global politics.
There is literally nothing that makes defending the regime justifiable. And yet Russia does it. And what for?

It's very difficult for western countries to do something when countries like Russia and China but mostly Russia have said they'll provide "military" support against anyone who tries but they seem to have withdrawn that statement but are still not open to any intervention because they don't want to "destabalize" the region. I think they just want to keep their ties to the country which is hilariously stupid because it's already become destablized by doing nothing.

saving civilian lives doesn't count. nobody's going to start a war just to make the bad men stop being mean.
there's also questions of sovereignty, the tangled bureaucratic mess that would be convicting the regime of war crimes, and what happens next

oh okay, I think you're expressing doubt that the "peaceful" syrian govt wouldn't do such a thing, and that the rebels (or w/e) there did this and are blaming the govt for it

1. syria has only been peaceful because it's an authoritarian state
2. yes I do believe the govt would do this because they pull this shit every week
3. imo it's very cynical and illogical to think that the anti-assad forces would kill a bunch of kids just to make the already monstrous regime look worse
4. the common people ARE the "rioters". it's not like <assad regime> vs <revolutionary regime> with nothing but civilians in between.
