Althought I have no idea what kind of Anti-Air capabilities Syria's military has, so that's one thing that is probably also slowing down decisions along with Russian's influence of things.

Every previous attempt to put sanctions on Syria has been destroyed by the vetos of Russia and China, until the eventual efforts of the UN amounted to nothing substantial being done. Watched the first 20 seconds of this video, that was enough. This is especially scary, because the Syrian rebels are considering negotiations with Al-Qaeda in order to secure the weapons, equipment and training they need to overthrow this vile regime. With attacks like this, they might just be desparate enough to do it, even though they know Al-Qaeda are evil. It would be nice if we could intervene before that happens - these people need our help.

So I watched the whole video and still have no idea what exactly the context is, I'm guessing they are displaying the bodies for filming for some purpose, since the camera man goes in for a few close ups and pans over all the dead kids.
