Just logged back into my account and i had something called a Promissary note that I assume was from summer due to something in the bottom left hand corner of the window saying "Sizzling Summer" and I had 1,005,000 exp stored away so I just advanced my attack and defense by like 1000 levels.

Oh god I remember this. My parents wouldn't let me use their credit card, so I stole an envelope and stamp from them and mailed Jagex $7(Yes you had to pay $7 instead of $5 to get members by mail), and I fucked up the address twice.
I paid for a whole year of members by mail and I paid for each month separately.

I used to pay by phone.
A mate of mine actually raked up a $250 phone bill because of calling Jagex about 20 times.
Probably needs like 250k people to sign up for membership in order to get 750k votes.
No. Before voting started there was 787k member accounts that had gained any more xp than a new account, and about 1150k total member accounts when you including xpless bots

Well people certainly wanted an older version but the only full backup that could be turned into the working game again was the August 2007 version I believe.

This was before GE was added and free trading and pvp were removed. They readded free trading and pvp, but it's just not the same since GE is still there.
