Yes and no, it depends which ones.

For example; the civilian .223 Remington and the military 5.56x45 NATO are nearly identical and in some cases interchangeable, but the 5.56 is stronger than the .223 (they are not completely interchangeable because the higher pressure of the 5.56 may cause severe damage and/or injury if used in a civilian rifle that wasn't built to handle it).
