you don't consider anyone your "friend" or "enemy", at least not permanently, thats the entire point of realpolitik, there are no permanent "friends" or "enemies" only interest, the strong do what they want, the weak do what they must, and thats one of the issues most critics of realpolitik criticize(and it doesn't exactly help that some of them only criticize it because they aren't on top...).
I wouldn't say Germany is "outraged". Merkel declared the whole thing a non-issue and with that it pretty much disappeared.
