IMO, new game developers looking to make a 2d game should start by using a framework such as [url=https://www.love2d.org/]love2d[/url] or [url=http://www.sfml-dev.org/]SFML[/url]. For some reason a lot of new game developers are afraid to learn programming, but it's really worth it if you want to make something extra special. It also facilitates moving into other (more lucrative) areas of software development.

Honestly even if you have gripes with Gamemaker, you gotta admit it's a hell of a deal to get it for free when it's capable of doing a decent amount of things. Nice to have something to play with for free to at least get a feel for it, then you can upgrade to something better later on. Definitely not a bad thing to get if you're starting out, I look forward to using this now that I have it without all the blockages of the free version.
All I know is that it's better than XNA.

Risk Of Rain, Gunpoint, and Hotline Miami were all done in GM. As stated before, so it couldn't really be the world's worst program because those weren't exactly sub-par games.

Hotline Miami is made by Cactus, a.k.a. the same guy who made Clean Asia and Mondo Medicals/Agency. I know for a fact those games were made in Game Maker because they were big, talked-about projects in the Game Maker forums for quite a while. Game Maker's a pretty powerful program if you can get used to the interface and it can do a lot more than you would expect, especially once you learn how to manhandle the unorthodox pipeline. Interpreted language or not, at the very least, the runtime's a smoother engine than Flash will ever be.
