None of this concerns me except, did ellen paige know she was going to be completely naked in a video game?

No but really, it's a little surprising it'd be there - although the 'model them nude to make it easier to add clothes' bit explained above makes sense - but it's not that big of a deal. Most likely just a goof in leaving it in.

The character in BEYOND: Two Souls at this point is a 20-something CIA operative.

It's probably fully intended the way it is. The scene requires a nude model and they had a nude model for costuming. So why would they do twice as much work making 2 models when you can use one and then fly the VR camera around.
But in all honesty, why is a nude model of a semi famous character suddenly news? I would point you to the TeS nexus for an entire section of nude models of people.

Yeah that's why Heavy Rain sold over 1,455,000 copies (while being a PS3 exclusive) and Indigo Prophecy sold over 700,000 copies.

If you want a game that wants to be a movie but JUST falls short into a pit of pretentiousness, you'll like any of his games.
