Non-Avian Dinosaurs could probably do just fine with modern day atmosphere without feeling out of breath, they were hot rods compared to other animals and were well adapted to a wide range of environments. Most Birds have a hard time running out of breath, overheating and lactic acid buildup are what slows them down the most. Modern Birds have always been small even during the Mesozoic, Avian Dinosaurs appeared around the Early Cretaceous and rarely got larger than a Turkey until the Non-Avian Dinosaurs went extinct, and with only Mammals to get into an arms race with most of them they stayed small.
