Using them in a residential area is appalling, though.

As for being executed by his own people, that is how it should be. It's for the people of Libya to decide how to deal with him.
I know it has been said in this thread and it's pretty obvious, but yeah, the US uses them, and civilians die every year from the unexploded bomblets. Look at the wikipedia page on cluster bombs, there are plenty of examples of this. Western (specifically US) cluster bombs have improved and the number of unexploded ordnance from the bombs are much lower than previous generations of cluster bombs but there's always a chance for some to be left over. It's bad, but it's different when you're using it on a civilian inhabited city trying to quell an uprising. He can't possibly expect people to return to the city with (probably) unexploded cluster munitions, can he? Not that he cares anyway.

Air forces need a significant ground component in order to work to its full effectiveness. Are you old enough to remember the NATO air strikes in Kosovo back in 1999? In reality NATO did little to actually destroy the Serb forces because somewhere along the leadership chain some dude decreed that no ground troops were necessary.
