I admit I have little idea of what's going on there but I'm pretty sure the reason the EU wants to ban them is not because of rape. It just doesn't seem logical. Even if it were, banning burqas does not seem like the best way to do it. There has to be better ways, like putting up street lights and having parking lots in well-lit areas.
