Animations look like they could use some work, especially seeing how good the animations were for the mutant things. They can do much better for the weapons.

Just take a look at the viewmodels... when you stand in a dark area, the global lighting on the viewmodel gradually goes down. In NS2, there's actual shadows projected on the viewmodel. Although this is also the case with dynamic lights in Source (point a lamp at them in Gmod and you'll see), the static lighting still could use some improvement. If i were to release a tech demo, i'd release it to everyone, so that i can make sure everyone has a chance of playing, i'd make more money since more people would buy it than if i just give it to people who already have
It's not a tech demo, it's an engine test. The difference is that this is being made available to those who have supported the team already. The team, in turn, gives back to those who have supported them by giving them an early look at an early engine build. Don't forget that this build allows map makers to test out their maps that they created using the previously released map builder tools, so it gives them plenty of time to begin tweaking their creations prior to the official release.
i suppose that's fair, but if i do recall, a few games have allowed you to test maps and have access to some of the engines with their demos, in recent history, Crysis and Unreal Tournament 3
With a team of around 4 in-studio workers, I wouldn't have been surprised if they didn't have the time to release this test. Especially with everything else that has to be done. But they did and that got them major +BRO points in my books.
engine test is moddable as fuck, it's only been a day and people have made a deathmatch gamemode, I'm messing around with it myself

Why would you let everyone use the test if the main point of it was to let the people who can use the editor be able to walk around their maps? The novelty is just too small for someone with only access to the test itself. The example levels are just that. Examples for the people making their maps to get an idea of the atmosphere. And you could spend maybe 2 minutes of exploring before coming back to known areas anyways. People will complain a lot more if this was released to the general populous. Their knowledge and support of the game is too much to gamble on, and good publicity is everything for an independent developer.

They're not giving it out to the public because they don't want people to base their view of the game off an engine test, because tons of idiots would do it They're giving it to the people that they know they care enough about the game to report bugs, features like online connectivity issues and such, performance This isn't a tool they made for everyone, it was requested by the community to test their maps in the actual engine, check map proportions and the like
