The hair is part of the "camouflage". It looks crazy because it's purpose is to disrupt the various lines the algorithm is looking for for identification of human faces.

I read about it in a novel, and was curious if it would actually work. I wore it a few times into stores where I could see the monitors, and then let it fall into disuse after the batteries died and eventually lost it in a move.
It was a cool concept, but not particularly applicable to the non-criminal lifestyle.
