In an isolated economy, the only money in the system is the money lent by the central bank which must all be taxed back, plus interest in order to pay pack the loan from that bank. Basically, all countries are hosed.

You can blame that Olympic stadium that Athens had to renovate and somewhat rebuild in 2004 for a part of this. It's estimated that the government spent in total 13% of the countries economic wealth into rebuilding and renovating it.
