Why? He wrote a draft - I don't think that really speaks to intent for a guy who's by all accounts one of the straightest shooters in the country. I'm gonna need more than a draft to prove that he 'actually wanted to fire him for these reasons' rather than had 'written an initial draft then decided against using it'. Who's to say he didn't also draft a letter that came to the conclusion Comey was valuable and that he wasn't going to fire him?
