He would most definitely go back to his criminal ways anyway, so why not keep him locked up? Most criminals never get away from their criminal pasts, especially if there's drugs involved.

Behavior can be inherited from the environment, not genetically. AKA, a middle class suburban kid will most likely succeed in his education more than a homeless kid in India who has limited time to pursue it.
