The cloth is not simulated in the engine, it's been done in Maya or in other 3D app
that supports point cache exporting, then it's loaded as a point cache sequence into the editor.

Source is so terribly outdated in so many ways that I'm pretty amazed VALVe still insists on using it in everything they make.

Because it does what they need. While Valve do license Source out it's primarily for their own games.

As previously mentioned, it does what they need. And granted, while it isn't as mindblowing as Crysis was when it came out, just look at games like Portal 2. It's beautiful, and their faceposer system still blows a lot of facial animation you see out there.
