While closing Gitmo is a good step, it's merely a ruse to calm down the masses. What helps is the operation at Gitmo was fairly small so it can be dismantled quickly. However, this doesn't mean the US will stop torture. Tortures have been carried out, and in a much worse fashion, at the Bagram Prison. In most regards it's far worse than Gitmo and even with Gitmo being closed, torture will continue there regardless (as it has already been). However I doubt anyone will be willing to address that directly, because they need to prove they're being "tough" on the terrorists.
