Depends on the country and the animal. Dogs in England and Wales are actually considered chattel - they are owned as property by a person or group of people, so it really depends on the country, animal and the laws.

Why do you think the monkey would be a prohibited animal just because it could be dangerous to humans? What if you're just supposed to leave them in their natural habitat?

ignoring all that it's simply too unpredictable of an animal to keep.
for all we know the animal was orphaned by some predator and now the woman adopted it. we don't know the circumstances which allowed it to come into to woman's possession, only that no matter what the circumstances, the animal is a risk to the community.

Well that would be the exception to the situation, when the animal is orphaned and isn't able to live out a normal life for whatever reasons, then human intervention can actually save its life.
