Being feared by law enforcement is not anything remotely close to a definition of terrorism.

In this instance, Anonymous is a terrorist group, as they want to attain ideological goals, and seek to do so through intimidation and fear.

Could you argue that it's against civilians, though? That's a huge component of the generally accepted definition of terrorism, and in this case it's aimed at police, who aren't classified in this instance as civilians.

As much as they don't want to admit it, law enforcement is predominately composed of civilians as well.
It's a bit of an issue with where to draw the line.
Is it justifiable to firebomb a infantry column in war?

Is it justifiable to firebomb the homes of the people who work in the factory?

Though "anonymous" claim to fight for good causes, all they've done here is endanger a bunch of people who are trying their best to serve their country. Sure, some of them won't be perfect cops, but giving personal information of cops does nothing to further the causes anonymous claims to want to pursue... It just makes them pricks.
And like someone said earlier, it really endangers the freedom of the internet in the future. In the UK, we've recently had the first case of internet providers being legally told to block certain websites. If idiots carry on with this kind of thing, then that kind of legislation with snowball into far bigger restrictions.
