I wish this guy luck. Not only is he the only one with a decent (and functional) costume, as has been stated, but it sounds like the guy actually does a half-decent job of fighting petty crime, too, if drug dealers and petty criminals really do "run when they see the suit."
Why does Washington always have people like this. It's Seattle, I know it is.

Doesn't New York have the Guardian Angels? They sort of do this, but they stay legal, only helping once harm has been done to avoid the legalities. They tried to move here to Philly and expand but the city refused to offer them free transit to patrol the subways and kind of disappeared.

This puts him and his friends BELOW police on the pecking order. Not above them. Some tights, fancy colors, and a cape does not make a superhero.
I'm sure they're simply patrolling to deal with muggers, fights, small time stuff. If they see 6 guys pull up in a van with guns and charge into a bank they're probably gonna call the cops and at most keep them updated on the phone. They're a step above the average citizen in the fact that they intend to save people rather than watch or walk away like most people would do in witnessing a crime in progress.
Of course they aren't superheros, but they're still admirable in their actions, if reckless. Then again it's their lives- let them do what they want with them, be it a desire to serve their fellow man, or shoot up heroin* in an abandoned factory.

Absolutely. Mostly it just annoys me that somehow these guys get the spotlight when cops are ALWAYS out there patrolling the streets.
to be honest he's probably packing heat himself on an ankle holster or something of the sort, but he wouldn't obviously show it on the news.

If i were to do this in my area i would'nt wear such a suit i'd use something alot more....subtle like gangs around here wear hoodie's so i'd wear one with armor underneath and take them by surprise.

It's not a gun but it'll fucking hurt. Besides, I doubt his intentions are to murder people.
I don't think he has to worry about being attacked. Honestly, if this guy came walking towards me, and if at that point I was doing something illegal, I'd probably run away.
Batman can get shot because he has the money to make super lightweight bullet/stab/everything proof shit.
