If he has plate body armor, he's sporting at least class 4. Good enough for a lot of rifle rounds, and will shrug off about any handgun round without even hurting you.
The stuff has been known to stop steel cored surplus ammo as well.

This guys is probably trotting around to do the little work that police either take too long to show up for, or is a waste of their time.
I mean this in the sense that police don't instantly [i]appear[/i] on minor crime scenes, like muggings and people getting into fights. The police also don't need to show up to help Mittens out of every god damn tree.
This isn't full-blown Vigilantism, and unless he's brain is dysfunctional, I don't think he'll try to stop a group of bank-robbers or a large-scale gang issue on his own.
They could do it with real useful suits instead of dumb costumes.

Yes, a shot of a corner of a comic shop is more than enough to give away his location, not that it even matters. He probably locks it when the store's open so idiots pulling on all the bookshelves in every comic shop don't actually find it.
I doubt anyone is actually going to hunt him down.

While it'd be an hilarious idea(for a few seconds, until you realize it's kinda a dumb idea) to be the "super-villain" for them, you might as well want to be original and have your own costume made for yourself.
